In recent years, drops in international commodity prices coupled with the “de-capacity” policy has placed tremendous pressure on Northeastern China’s economy. Since taking office, Chairman Xi Jinping has made three official visits to the region and delivered a series of impactful speeches addressing the region’s economic pressures.

On April 26, 2016, the CPC Central Committee and the State Council announced “Certain Opinions Regarding the Comprehensive Revival of Old Industrial Bases Including the Northeast”, outlining plans to rejuvenate the old industrial bases in the Northeast region through more reforms and economic restructuring. The region’s equipment manufacturing sector will be modernized, and high-end industries, the modern service sector and modern agriculture will all be supported. Expediting the revitalization of the Northeast, a major “pole” of China’s economic growth, is a significant part of the country’s modernization drive and overall economic restructuring.

On June 21, 2016, “Certain Opinions Regarding the Promotion of Coordinated Development of Electric Power in Northeast China” issued by the National Energy Administration stated that, “in recent years, there has been a serious oversupply of electric power in Northeast China, consumption and system load regulating has been difficult. Climate conditions combined with coal-fired heating and straw burning are some of the factors contributing to the severe, persistent smog phenomenon”. This new policy looks to address these problematic areas by adding 8.6GW of clean energy while suspending/cancelling 11.07GW of coal power within the Northeastern region in the next 5 years.

On November 1, 2016, “Certain Opinions Regarding the Further Implementation of Revitalization Strategy and Acceleration of Economic Stabilization of Northeastern China” (hereby referred as “the policy”) was published by the State Council. The policy outlined the state’s plans to:

  • Build a high voltage power transmission channel in the Northeast region in the future.
  • Formulate a plan for the reform of electric power systems in the Northeast, effectively reducing enterprise electricity consumption costs.
  • Expand the scope of alternative energy pilot projects, implement clean wind powered heating projects and carry out photovoltaic heating pilot projects in areas with ideal conditions.  
  • The Northeastern region will be favored in the annual planning of photovoltaic power station projects.
  • Support Jilin province’s development of renewable energy consumption pilot projects near wind and solar power stations.  
  • Support and encourage investors of various backgrounds to participate in the construction of pumped storage power stations.
  • Increase the proportion of subsidized funds allotted to Northeastern rural areas for grid upgrades and improvements.

The Northeast region covers an area of 1.47 million square kilometers, accounting for 15.3% of the country’s total. Solar energy resource is relatively abundant in the Northeast, designated as a national class II resource area (parts close to meeting the requirements for class I), with average annual sunshine hours between 2200-3000 hours and annual total solar radiation of 5051.7 MJ/m2.

In 2016, the Jilin Province Wind and Solar Energy Society, POWERSHINA Jilin Electric Power Engineering Co., Ltd, and Century New Energy Network jointly hosted the “China Northeast Asia Photovoltaic Forum”. With the assistance and cooperation of local governments, leading enterprises, technical experts, media organizations, etc., the China Northeast Asia Photovoltaic Forum has become a vital industry exchange platform and an important stage to display the progress of the Northeastern economy’s transformation.
